Within forty millennia, these former laboratory subjects had bootstrapped themselves from escaped test subjects to founders of an interstellar democracy spanning nine galaxies.

Their society operates as a living organism: the Pack-Fractal System scales from intimate family units of five members to galaxy-spanning networks of billions, each nested structure breathing in synchrony with the whole. Where humans built hierarchies of command, Canines cultivated hierarchies of trust—their leadership determined not by ambition but by demonstrated loyalty, their authority renewed through regular Pack Moots where every voice carries weight.
